Welcome to the OER Synthesis and Evaluation Project Wiki.
This project provides objective, ongoing evaluation and synthesis of the HEFCE funded pilot programme which is being run in collaboration between the Higher Education Academy and JISC through three linked activities:
- A generic framework tool provided a strong foundation and common language for collating data from projects. The framework allowed us to structure our interventions with projects, and was also used a means of evaluating the 'openness' of their outcomes. The framework was developed in collaboration with both projects and the support teams.
- Strand-specific evaluation activities will address how different communities and cultures are progressing towards openness in their shared practice. These will recruit mixed methods to examine social, technical, pedagogical and legal / organisational issues in each strand, and provide a synthesis account detailing barriers and opportunities for change.
- The final synthesis report will include recommendations to the funders and to the stakeholders represented in the three strands of the programme, and a version of the framework tool for use by the sector to audit progress towards more open practices around educational resources.

Synthesis of Strands
Framework documentsSeveral different frameworks have been used to support project evaluation and synthesis of key messages and evidence Generic FrameworkThis framework identifies issues and questions about OER Release which shaped the pilot programme and that were raised by the projects as they progressed. This framework was offered to the projects to help them identify their evaluation questions and how they might answer them. It also informs the final pilot programme synthesis framework Strand frameworksThese three strand frameworks were developed from the generic framework and mapped to each of the projects in that strand. These were shared with projects and many projects used them to map their activities and final outcomes and outputs. These stand frameworks fed back into the generic framework and also in the final Pilot programme synthesis framework (Final versions of these to be added when complete) Pilot programme synthesis frameworkThis is the final synthesis framework for the pilot programme and includes outcomes. As project outputs emerge which illustrate and evidence the outcomes these will be added as links. |

OER Infokit
The team will be feeding outcomes and lessons learnt from the pilot programme into the OER Infokit. The infokit was launched in April 2010 to provide an accessible resource which aims to both inform and explain OERs and the issues surrounding them for managers, academics and those in learning support.
